[Hdf-forum] The Document for Bitfield Datatype

The HDF5 group discussed the bitfield datatype and supporting bitfield 
for H5Tget_native_type on December 4, 2009.  Attached is the meeting 
memo of the conclusion we made.  Please take a look at it and let me 
know your opinions.  I apologize for the possible duplicated copies that
